A plan to improve employment opportunities for disabled workers

WASHINGTON (AP)-the American disabilities face obstacles, higher than the others looking for a job, would get a boost under the Obama administration plans to establish new hiring procedures for government contractors.

Department of labor proposes a rule Thursday that would require most employers with federal contracts set a goal to have disabled workers make a 7 per cent of their workforce.

Labor officials touted the plan as an economics game-changer at a time when the staggering eight out of 10 American disabilities of working age who are out of the labor force altogether.

The Government has long used the leverage of federal government spending to promote affirmative action in hiring women and minorities. The new rules would, for the first time, giving equal treatment to people with disabilities.

Some companies have shown concern about the increase in costs, including for record-keeping and other papers. And Republican lawmakers complained often about the costs that the new rules impose on businesses. On Wednesday, the House passed a measure that would require Congress to review the rules that have an effect on the economy of $ 100 million or more or adverse effects on employment and productivity.
